NYPD firearms training is bad, to put it bluntly. Why don't they cite LAPD Metro's rate?
Plus, the dynamics are completely different. With LEO, the cop initiates the encounter but the crook starts the fight. With CCW, the bad guy initiates the encounter, good guy starts the fight
